Yes, it's an archaic law. Law 8/1975, on areas and facilities of interest for the National Defense, as well as Royal Decree 689/1978, which develops it, establish limitations on the purchase of real estate by foreigners in certain areas considered of interest for the national defense.
In the wake of Brexit, the UK has withdrawn from all treaties that allowed such equalisation, so since 1 January 2021, British citizens require military authorisation, just like a Canadian, Australian, Russian or Moroccan, to name a few examples.
In addition to natural persons, Spanish companies in which more than 50% of the capital is in the hands of non-nationals (or equivalent) need the same authorisation.
It is important to note that military authorization is not only necessary for the assumption of purchase, but for any acquisition of real estate, including acquisitions by inheritance.
